Portugal among the world’s safest nations - 2025 Global Peace Index

Portugal has once again proven its place among the world’s most peaceful countries, securing the 7th spot in the 2025 Global Peace Index (GPI).

Steadily climbing back to the top ten over recent years, it reflects improvements in perceptions of criminality and political stability. The GPI ranking, compiled by the Institute for Economics & Peace (IEP), assesses 163 countries using 23 indicators that span safety in society, ongoing conflict, and militarisation.

Within Europe, Portugal claims the 5th highest ranking, following only Iceland, Ireland, Austria, and Switzerland. This latest accolade extends a nearly decade-long streak of top 10 placements, a reflection of Portugal’s enduring stability and commitment to peaceful living.

The Institute for Economics and Peace also highlighted Portugal’s impressive progress over the years: “Portugal has made remarkable progress, rising from 18th in 2014 to its current top 10 status. Its strong performance in militarisation and safety indicators underscores the nation’s commitment to peace and security.”

It is interesting to note that Portugal achieved a peak ranking of 2nd place in 2017 and has maintained its elite status ever since first breaking into the top 10 in 2015. This consistency cements Portugal’s global image as a haven of calm and security.

Praised for its low crime rates, political stability, and welcoming atmosphere, Portugal remains a top destination for relocation and tourism. The Global Peace Index also noted that “The world has become less stable in the past 17 years with substantial increases in political instability, number of conflicts, deaths from conflict, and geopolitical fragmentation. The gap between the most and least peaceful countries keeps growing, with ‘peace inequality’ widening by 11.7 per cent in the past two decades. The 25 most peaceful countries deteriorated by 0.5 per cent, while the least peaceful deteriorated by 12.2 per cent.”
