If you are an EU citizen, as soon as you are in permanent residence you will be entitled to apply for a Portuguese national insurance card. This will provide you with access to a local doctor. As with most EU countries you will need private topup insurance as well, as the state is only liable for 70% of the cost of consultations and medication. You will also need some form of private health cover to cushion you against hospitalisation fees, dental bills etc. You will need to have paid full contributions in your home country for at least two years to be eligible for this reciprocal state health cover.
